Before making any offer, we verify the plot's zoning plan (kaava), building rights, easements, soil quality and any environmental restrictions. This step is critical โ building rights vary significantly even between neighbouring plots.
Make an offer and negotiate
Offers in Finland are typically made in writing. There is no formal auction system for most private plots. We negotiate on your behalf and handle all communication with the seller or their agent.
Sign the preliminary agreement (esisopimus)
A preliminary agreement locks in the price and terms. It is legally binding in Finland โ both parties are committed once signed. This agreement also outlines the timeline and any conditions such as permit approval.
Sign the deed of sale before a public purchase witness
Unlike many other countries, Finland does not require a notary for property transactions. Instead, a licensed public purchase witness (julkinen kaupanvahvistaja) โ typically a local authority official or lawyer โ witnesses the signing. We arrange this for you.
Pay transfer tax and register ownership
Within 6 months of signing, the purchase must be registered with the Finnish Land Registry (Maanmittauslaitos). Transfer tax (4% for land) must be paid at the same time. We coordinate both steps on your behalf.

What About Building Rights?
Owning land does not automatically mean you can build on it. Every plot in Finland has a defined set of building rights determined by the local zoning plan. These specify:
- Maximum building floor area (e.g. 120 mยฒ)
- Permitted building types (holiday cabin, permanent residence, etc.)
- Minimum distance from the shoreline
- Number of buildings permitted
If a plot has no building rights, it is possible to apply for a planning exception (poikkeamislupa) โ but this takes time and is not guaranteed. We always verify building rights before recommending any plot to our clients.
